It is a pricey carbon fibre (no less) component to complete the Canon EF 300mm f/2.8L IS USM and Canon EF 400mm f/4L DO IS USM lenses. The locking tab removes the white paint from the lens barrel. A bottle of Canon touch-up paint is recommended to hide the paint chips.
